Evolving Supply Chain Strategies In Sync with Change Management

The Challenge:

The Materials Management Branch of the City of Edmonton had grown substantially, now procuring over $3 Billion annually for all materials and services. One branch customer, Fleet Services, was undergoing substantial change creating challenges in managing maintenance and servicing for the City’s fleet of over 6,000 vehicle assets including Transit, Police, Fire, Waste and Municipal vehicles.

Fleet Services required a complete supply chain transformation in order to manage change and prepare for the future. SCA was contacted to solve current issues and build a solid supply chain management foundation for the future.

How we solved it:

Working with the Materials Management Team, SCA was given responsibility for the leadership, change management and deployment of best supply chain practices. We determined that a 3 Phase approach would be the most effective:

  • Phase 1.Establish a baseline outlining major gaps in processes, organization, systems, and metrics.
  • Phase 2.Develop a Future State plan that would support Fleet Services requirements while ensuring that the supply chain was designed according to current capabilities but with a clear roadmap for change going forward.
  • Phase 3.Implementation of the Future State plan and execution of the roadmap.


The City of Edmonton operate a large complex fleet maintenance operation.
